idle problem

i have a 1989 nissan 300zx NT and replaced the engine with one from another 1989. compression was great. upper end and lower end of engine was spotless. new head temp sensor works as it should, nice high idle. but when the engine warms up it idles low when starting. it also jumps up and down when you give it a little throtle. after a while it runs fast and strong. my question is, could i need a new air regulator. i had taken it apart and cleaned it but dont know if it is bad. i also took out the mas airflow meter and tested it. results 1.59 volts sitting and 2.2 volts with air blown through it. i cleaned it with lectraclean and results 1.6 and 3.5 with air.
things replaced with new
plugs, wires, cap, rotor
water pump
head temp sensor
thermastat
steering rack, tie rods, all bushings, sway bar links, shocks, brakes, calipers,

any help would be great. im restoring this car myself and before i paint it i want to get all mechanical working sound.
also does anyone know where to get anti sway bars and springs that may be a little more performance.

when the air regulator goes bad it generally results in a constant high idle, the iacv might be sticking, and or the tps might need adjusting
