IACV leak?

Long story short, I was working on my ka24de and placed my hand over the electrical connectors on the IACV and my idle raced. If i wiggle the hoses around it or the IACV itself the idle will raise. my questions are 1) could it be a short, 2) am i plugging the vacumme leak or creating one, and 3) would this also cause hesitation or surging?



EDIT: If you were going to ask, the IACV seems to function fine.
