how to test iacv?

I've searched and can't find a how to. I've got a s13 sr20det. I need to see what wires I need to test for voltage and what specs everything needs to be at etc. Will the American s14 sr20det fsm be the same?

So I found there are only two wires that matter. The light blue (ecu) and the blue/yellow wire. The blue yellow wire is supposed to go down to where the engine harness plugs into, close to the fuse box. That wire is supposed to be 12v switched which I know is not because when I did the wiring I remember not being able to figure out where it goes. So I think im on the right track but want a second opinion because the info was from zilvia. I also still need the ohm spec for the iacv.
