The HID's use 2 wires just like a regular bulb, the Red/Yellow wire at the connector to the ballast will be hot and the black wire is ground. Two thoughts about your HID's. First, the left and right bulbs share power but have different grounds. You can check if it's a bad ground by putting a bulb-type test lamp between Red/Yellow and the chassis and then Red/Yellow to Black. If Red/Yellow lights up to the chassis but not to Black then your ground wire is bad. Second, the Igniter (the steel-clad wire connecting the ballast to the bulb) isn't just a wire, it has circuitry in it and can fail. So if your ballast didn't come with a new Igniter, try that.
