headlights stay up???

When I turn on my car the headlights come up by themselves without touchin any switches. I can turn the light switch and the lights come on and I can turn the lights off but the headlights stay up, just to check the motors i turned the headlights back down with the adjustment knobs and when I turn the key the come back up and stay there, I cant figure it out, I know the motors are good, just stumped.

Maybe one of the copper wires that control the system has been split inside its insulation from the constant daily/seasonal cycle of heat and cold...Over time, small copper wires tend to deform and eventually sever inside, causing all sorts of malfunctions...

Don't quote me on that though; it could be something completely unassociated with the wiring...
