Headlights not going down, reconnected brown wire.

So ive read a bunch of existing forums about headlights, sleepy eyes, etc. I want to have normally functioning popups. I bought my 240 and found that the brown wire behind the headlight button was already cut, so I reconnected the brown wire and now here are my conditions, headlights turn on with the stick but no movement, clicking high beams will move the headlights up, pressing the button to the left of the steering wheel will also bring them up but won't take them down. The only way I can bring them down is by manually turning the knobs under the hood. No fuses are missing or popped, I ordered a replacement HL RET Down relay, but in the event that that isn't the issue is there anything else I should look for? I'm assuming my headlight motors are fine because they move up normally. Thanks!
