head light plug to trigger relay

I am in the process of adding fog lights to my Versa. I intend to trigger a relay, to control my fog lights, from the passenger head light plug. I want to wire it so the fog lights stay on all the time by parallel connecting the low and high beam wires together. Based on a volt meter test it doesn't appear as if they are both energized at the same time. Even if they were it is a parallel connection and the voltage wouldn't be doubled. Thoughts?
My kit did come with a wiring harness that includes a switch that mounts in the blank in the power mirror panel. I wanted to use that but I can't find any holes in the fire wall that have room or completely filled with other wires.

Yeah, the oem lights are on separate loops for power. You can get the FSM for wire schematics to see where the wires come and go. I'd look in that FSM for wires for fog lights to. Sometimes, the factory will install leads for features that don't come with the car, like fog lights, or a stereo. So, when you add them, the wires are already there. For the aftermarket wires, when adding those, you might have to punch a hole through an existing rubber grommet in the firewall and push your wires through that.
