I think that is a bad location for a GPS unit. For best functionality you want it up higher, within line of sight without having to take your eyes off of the road much. The GPS unit will also perform better when the antenna can "see" to the satellites directly. If you don't want to have it suctioned to the windshield, you can use the Garmin supplied stick-on dash mount disks.
Where you have the phone is better for the GPS. Might be more worthwhile to find an alternate mount for the phone. Try proclipusa.com.
