Insurance normally only covers OEM parts for replacement unless that's what you had on there already. Usually they don't pay you the money if it's getting fixed, everything will be delt with through the repair shop/dealer.
Are they doing a pay out and you're fixing it yourself, or paying a shop to do it? I know insurance companies work different in the US compared to Canada as well so this may be normal...
OEM bumper replacement and paint is about 750 bucks CND, I priced mine when someone hit me and scuffed it. That was the cheapest quote I could find at the time.
