Fast Idle on an 84 pickup

Newbie here. Did a quick look and didn't see an exact match to my question, so here goes. My 84 720 won't pass California smog only because of the idle speed. Otherwise it is well within spec. I took it to a mechanic who checked it out and said there are no vacuum leaks and the timing is correct. He said he tried to adjust the idle but it won't go any lower. I don't want to spend $475 on a new carb unless it is the only solution. I also don't have a lot of free time and am inclined to believe that the mechanic was correct that there are no vacuum leaks. I was thinking there might be a part of the carb that is the most likely culprit. Any thoughts?

Is it the CA model? Either way I know the wires for the carb are notorious for coming loose due to lack of slack from how tightly everything is packaged in there. You might also get better answers at the 720world or ratsun sites.
