well I have some strange happenings on my light circuit as well. It seems like if anything goes to ground it triggers the high beams panel indicator (could be one light out, relay switched but defective lights etc...) well I replaced my low beams and mind you I have the relay jumped out so there is no possible way the high beams can come on (either via the switch or relay) but occasionally I'll lose the pass side beam and the high beam indicator will come on. (now I jumped out the relay after replacing it, the contacts was still "sticking") well I reached down to the fuse box and felt the 2 fuses that run your beams (two 10 amp fuses first to positions closest to the engine bay) they were hot hot hot. I'm surprised they haven't blown. I think stock beams are supposed to only pull like 4.6amps per light on the low beam circuit, so I'm thinking something is intermittently going to ground.
which brings me back to your issue finterman. first off if you have power at the relay that is powering your high beams then you have power there to power your low beams (the relay just switches it), thoroughly inspect that relay base for lose female metal thingies in side the base and the wiring on the backside if everything looks kosher make a jumper and jump between the com and switch legs. (there should be a diagram on the relay or you can figure it out with a multimeter) you should get your low beams on one of the switch legs. if you do disco you found your problem if not let me know and I'll figure out some more things to try.
