ECU sits in puddle

Is it normal for water to puddle around the ECU? First off the location of the ECU seems unlikely, it is really exposed to the weather. Is there a problem with the cowling on my 2004 that every time I check it is in about 1/2" of water? The water lays on the van's center side of the ecu, the ecu acts as a dam. I don't think this is a good condition. Maybe there is weather stripping missing on the cowl?

More likely clogged cowl drains.

The guy I bought it from had the ECU wrapped in a plastic bag of some sort, maybe that is what is blocking the water flow. I'm going to remove the bag and see if water can then flow under the unit. I moved the ECU to get clearance for installing the timing chain cover, that helped a lot. Not disturbing the rtv on install is a pain in the butt! Why don't they make a gasket?!

Sorry to be late to the party. That is correct. I've only seen small puddles. If it starts to puddle more and more, there is a clogged drain somewhere. I've take my cowl off plenty of times for various fixes and replacements that it blocks.
