I am having a bit of trouble disconnecting the throttle cables. I loosen the nuts holding the cables to the front bracket. I read the instructions on twinturbo.net but i don't really understand them. Anyone know of another website with another listed procedure?

Manipulate the throttle linkage ontop of the plenum. Take one of the tabs that the cables connect to a move it towards the rear of the engine. You can now unhook the throttle cables from their little captured area. Hard to explain but once you turn the linkage you get slack in the cables which lets you remove them.

So the cables have to disconnect from all the way in the bottom below the nuts you unscrew? I just don't want to force anything because i don't want to break anything. I'm removing the plenum so i have to get the cables out of the way (cruise control ones and throttle ones).

That might help. Once you have loosened off those two 14mm locking nuts on the throttle cable bracket, you pull the cables upwards so they are no longer held in place by the bracket. Now you need to take those disc looking items on the throttle linkage attached to the plenum and push on it, as if the car were accelerating. Now you can unhook the cables from the discs.

The discs are in the middle of this picture:
