Those are the old Infiniti pie pans. Came on the most basic or later on "discounted" models. They aren't chrome, more along the lines of chrome look.

Actually, I believe those aer chromed OEM rims.

Many dealers sent out OEM rims for plating and sold them on cars as an extra-cost option.

Pretty common.
