Continue Charging Phone When Car is Off

When I am charging a device on the USB port or the lighter connection, and then the car is turned off, power is cut so that the device is no longer charging. Can they be rewired so that they don't lose power, and will continue to charge devices while power is off? And can I do it myself?

I use an usb adapter in the lighter plug under the arm rest

you guys would need to drag in a line from the battery into the cabin in order to have constant positive/power.

I'm sorry, i'm wrong, the front and center power outlets do not work the car is off. I believe the cargo area does though, if thats right? then thats stupid
