climate control problem...

has anyone encountered a climate control problem on an s14, i am only getting heat from the vents, nothing on the floor and windshield defrost and i am only getting heat all the time even if i switch it down to a/c, seems like it's stuck on heat and vents, already replaced the climate control assembly and still the same(old one was bad for sure), is the heater control and blend door vaccummed controled or electric, just haven;t gotten into it yet but any help is greatly appreciated, thanks
