I can't speak for clear, but I had the same problems as you. I masked off all four rotors (took them off the car) and then painted them with silver engine enamel high temp paint. It's held up really well to so far. My wheels are silver so it matches the hub on the wheel for me. My previous car (scion tc) came with flat black painted hubs on the rotors and it looked "natural".
Sorry I don't have any real answer to your question, but I can say the engine enamel paints do hold up well on the rotor hubs. I used two difference techniques for masking off the rotor, on one set i used painters tape covering the braking surface going as close to the edge of the rusted part as I could (which left a hexagonal type paint line around the hub, on the second set i left a little of the braking surface exposed (very little) and while it originally left the same hexagonal line, but once the rotor made a few rounds through the brake pads it buffed off the excess paint and made a nice round line. Just a heads up for that.
