Its cheap and easy to replace, so if it works or doesn't work it's not a big deal. It sounds like this is your problem and your starter is not making any attempt to start the engine because it probably isn't getting any juice. If you really wanted to test the starter you can apply 12V directly to the starter (bypassing the starter relay) and see if the starter turns. If it does then you know its the relay. Also if it was just the starter, jumping it should have worked.
