You can either A.) Keep the HICAS and get a CA HICAS pump. B.) Plug the lines on the rack for the HICAS and get an eliminator bar and run regular PS. Or C.) Just get rid of power steering altogether and get a bar. Other than that, the only hurdle is going to be getting the wiring harness through the the firewall with that bigass ABS distribution block sitting right in front of the hole.

Yes. The only lines that need to be plugged are the extra ones on the rack. You can remove the bigass solenoid below the fuel filter and save yourself about 8 pounds too.

I'm pretty sure your car has ABS and a LSD, right? First thing you have to ask yourself is "What do I want out of this car"? If you're going to be drag racing and drifting, my suggestion would be to eliminate both the HICAS and ABS system before you do the install and replace them with compnents from chasis that didn't come with these fancy options from factory.

you also need some sort of hicas eliminator bars... to keep the back end from steering itself if there's nothing controlling the rear rack

yes i know.. my hicas is sezied up and does that now whenever i go over bumps the kazama hicas lock bar that replaces the hydraulic steering component that sits above the lsd is what i planned on getting.. its the most solid looking unit and its only like 115 bucks... is this what u guys would reccommned getting? oh and dee.. my abs doesnt work anywas lol.. the abs light is on and when i stomp on teh break theres no abs.. so ya know lol... which lines on the ps pump are the hicas lines... where is the hicas solenoid.. anyone got a pic to show me... so should i put in the hicas lockout while im doing my swap or order the bar now and do it

You could also go the really easy route and sell your hicas S13 and buy a non-hicas S13.

...unless you are really attached to your car, that is. It certainly would save you a bunch of mech time.

Edit: I think when he meant replace with parts from a non-abs he meant to cahnge the rotors and brakes so you dont have to worry about it. There is also a bit of weight associated with those ABS parts you could eliminate as well.

I dunno. I have HICAS in my car and I don't even know it's there. It's really no big deal to me personally and saving 40-45 pounds isn't that important. Plus, I like having ABS for the wet weather here in FL. It actually saved me a couple nights ago.
