make sure the actuator is not shimmed up from the compressor housing with washers.make sure the actuator rod is not bent.pop the e-clip off the swingvalve end of the actuator and make sure the door swings freely.make sure the actuator hose is clear of obstructions.

And make sure that there is a vacuum/presure hose attached to the actuator, and that it doesn't leak. I discovered that the stock wastegate blows open at right around 15psi so make sure you have presure on the actuator.

I was just going to say that. The stock CA T25 WON'T do any more than about 15psi, so I'll bet the vac line going to the wastegate actuator is unhooked, or has a major hole in it.

TMS, what is wrong with shimming the wg? I have a couple in there and it seems to be fine so far. But I am only shimming for 2psi more, not 8psi more (and with 1 shim per lb/boost, that would be a lot of shims to get 15psi LOL!)

nothing wrong with it. He doesn't want increased boost so that would make it a problem.
