bad tps?

i was tryting to get a reading from ny tps sensor and i could get anything. Now lately i've been having trouble passing smog. i've replaced, cap,rotorm plugs, wires, fuel filter, proper timing at 20, o2 sensor, checked all grounds, checked maf sensor, egr valves works like a charm checked for vacuum leaks and nothing, also got a postive near prefect reading from my coolant temperture sensor but still runs rich and can't pass smog. Now i just got done putting a new head gasket and i had to shave my head becuase i warped the head. Could this have affected timing i had a mechanic set my cams and the timing so idk if maybe its off a tooth or not also since i can't get a reading from my tps sensor could that be the problem of not being able to pass smog?oh yeah its 93 dohc. sigh man this blows
