2009 Rogue 200,000 miles.

The airbag light comes on once, then flashes 5 times (repeats continuously)
I put a scanner on it and it says B1022, for Air Bag Sensor on passenger seat.
I tried to do manual reset based on a couple of videos and got a new battery and still has the same flashing pattern.
I checked for loose wires or connections under the passenger seat and everything looks good.

So is the sensor in the passenger seat bad? Is there a easy way for me to fix it?

No easy fix for that. The OCS on gen1's is a bladder on top of the seat cushion, and the controller is part of the bladder assembly. Cross your fingers that it's actually a wiring issue, but chances are it's a bad bladder.

Is there a way to by pass it under the seat and make it think the seat is occupied?
In other words, the air bag will go off even if someone is not sitting in the seat?

Otherwise, I guess I have to replace the whole seat?

To my knowledge the Bag Brain will deploy the passenger bags unconditionally if the OCS system fails. That's a software failsafe, irrespective of what the PABI lamp is doing. The bag software is set up that way in general, the Brain is set up for "best efforts" in a crash and will try to deploy bags even if they show open or short circuit. You can see why, imagine the legal ramifications if the system failed to deploy, say, a perfectly serviceable side or curtain bag just because the main passenger bag was inop, or because a lamp (or in this case a scale) was throwing a code. It would be a litigation field day.

OH Good! I was about to say no one allowed in front passenger seat.
So the only real way to fix it properly is to replace the whole seat?
Is there a way to measure resistance in the used seat to see if the sensor is good before buying one?

No, the bladders are capacitive and not resistive, and there's a big glom of wires connecting the bladder to the controller. It's an "assembly" and not really meant to be diagnosed. If you find broken wires then it's fine to repair them, but other than that it's a bust. The bladder and controller are part of the seat cushion, and on gen1's the cushion is part of the seat frame, so yes, you pretty much need to replace the seat. The frames are about $1000~1300 online and most of the part numbers are still available, but you need to transfer the back cushion and all the trim hardware. Not rocket science but it isn't easy either.
