Altima brake problem

What would cause the brake pedal on a 2004 Altima to be stiff sometimes and make a clicking noise when brake pedal is pressed?

Ok so I drove it (It's actually my mom's car) and I think I figured out the clicking. The switch that disengages the shifter lock sounds like it's clicking. It does it when you press the brake pedal only and as soon as it clicks it let's the shifter go so that you can shift into drive. Anyone ever experienced this before? As for the stiff pedal I'm not sure what this would be.
