'97 Q45 power steering hard to turn

Power steering hard to turn to the right now hard to
turn left,doesn't matter if car is warmed up, doesn't matter what speed I drive, where do I start? FLUID reads full, but is found near cap and below around the lines... Any recommendations, best method, best fluid, clean filter/replace?

Check the u-joint that connects the steering column to the power steering rack. They will occasionally freeze up and cause what you're describing.
