95 KEY FOB WON'T PROGRAM

95 tt. Battery died in key fob. Replaced battery.It won't reprogram. Followed directions exactly. Have found the same scenario reported on the internet. Entire system checked out ok. Hazard lights will not flash during reprogram. Does anyone have a solution?

Go into a dealer with your vin and they can program it

I have followed the explicit directions for programming to no avail.
