‘95 Driving Lamps Problem

A bulb was burned out for the longest time in one of the driving lamps, strangle, the one that is burned out seems to move if you push on it. One of the bump shops who painted the front bumper cover must have done something to it, there’s a loose tab there, I thought it was for a wire, but the wiring is there, there is a wire w/ a plug on it visible when you take the inner wheel well plasti pc out to get at the lamp, what a PITA BTW. What missing here?

Also, when you turned the turn signal on , the side wi5( the burned out driving lamp, it flashed very quickly compared to the other side, I put the bulb in and that’s fixed as well.
I’ve never adjusted my head lamps ever, so did that tonight while I was under there.
