88 d21 truck no hazard, tag or side marker lights

when i tested the front side marker lamp wires the both had ground one should be hot right? is hazard lights on same circuit as side marker and tag lights? anyone have any ideas. dont i need hazard lights to get it inspected? oh does it have 1 or 2 flashers i think i saw one at the brake light switch near the column. couldnt get it out help plz
