87 Sentra Crank Angle Position Sensor

In testing the crank angle position sensor, the voltage is supposed to change from zero to five volts when the distributor is turned by hand. I'm getting the five volts but it only drops to one volt instead of zero. Is this enough to cause the coil to not spark? Should I consider this unit faulty and replace it. I have to replace the entire distributor if I do, so I want to be really sure.
