4th Gen Max has a stuck water pump!!!

ok i have a 97 max, and my friend has one too, so i offered to do a water pump job for him and everything went to plan, then i ran into a problem... so after i loosened the timing chain off the sprocket and took the three(3) bolts out of the w/pump and put the longer bolts in the top hole and bottom holes i did just as the chilton/haynes said to and turned each one a half turn. so i did this till both were tight! NO BUDGE ON THE WATER PUMP!!! i have searched and searched about this and no avail... that freak'n pump is in there! and im afraid that if i put anymore pressure on those bolts they or the aluminum flange on the water pump is gonna pop!

and to clarify, chain tensioner is off. crank is turned 20' back. chain is loose over the sprocket on the water pump. the three(3) bolts on the water pump are off. chain is NOT binding or catching on sprocket as im attempting to pull the pump. fluid is drained completely. wd40 has been sprayed all round the pump. bolts that is called for pulling the pump are long enough and the head of them are not bottoming out, whereas the end of the bolts are bottoming out like they should in order to begin to pull the pump. PLEASE SOMEONE HELP ME!!!! :gotme
