2009 Headlights assembly faded. (Xenon bulb)
I polished them about 2 years ago and looked fine and now they are faded again.

Should I polish them again and coat with UV coating? What brands are good?

OR... should I just replace the assembly? I am looking at TRQ, Depo, and TYC brands.

The trouble with all xenons is the tremendous heat produced by the bulbs, which are basically glass-enclosed plasma welders. That's the principal reason they've been completely supplanted by LED's in late models. LED's have very much matured as a technology, and nowadays you can get very decent bulbs even from offshore outfits like Lasfit and Auxito. My advice is ditch the xenon housings, get a set of halogen housings and a nice set of H11 LED's to replace the low beams. Leave the high beams halogen so you can boil out moisture if that ever becomes a problem (it can in wet climes, because the LED low beams don't produce enough heat to chase out humidity).

So buy 2 Halogen headlight assemblies and
I assume all the original wires going to the original assembly will fit?
I may just need to cut the wires going to the old low beam ballast and get a connector for the wires going to the low beam LED bulb?
Is it pretty straight forward, like 2 wires and hot and neutral?

I haven't checked the WD for your Rogue specifically, but on most Nissans with xenons they use H11 connectors with a short subharness that converts the H11 to the ballast connector. That allows them to use the same Front End Module harness for both types. So you may already have the right connectors in the harness. If not, at worst you need a pair of H11 pigtails from Amazon or the local parts store. If the connectors are already there, it may be necessary to unpin and swap the wires (LED's have a polarity). In any case it shouldn't be a big deal, because I know the gen1 Rogue xenons used separate halogen high beams, just like the halogen housings. So you're only dealing with the two low beam connectors, everything else should swap without modification.
