2001 Infiniti I30 VIAS system question

After changing my spark plugs, I was under the hood revving my engine a bit. I saw on the left side, what I guess is the other end of the VIAS system's rod moving as I revved it. I took a video. After doing it a few times, it stopped moving and stayed in one position. It doesn't move when I revv it anymore. Did my VIAS "rod cup" fail?

VEHICLE: 2001 Infiniti I30 161,000 miles.

As you can see in the video, about halfway through, it quit moving. Did I just happen to be recording it when the VIAS cup failed?

I would check for any obstruction. I'm not familiar with this particular part, but if there's no obstruction, then maybe the diaphragm is bad?

Thanks for the link. Now I'm confused, as the FSM doesn't list what I'm looking at as part of the VIAS system. What the heck am I looking at? Lol I can open and close that "thing" manually with my hand, but now I don't know what it is or what it does.

EDIT: It is part of the VIAS system. There is a vacuum line that runs from the VIAS control solenoid on the drivers side to that diaphragm. So now to figure out what's gone bad. The diaphragm or the "cup".

Yeah, the part you're referring to is the power valve actuator. I would think that it is where the problem lies.

Well I looked again. It does still move. I guess during that video I "spent" the vacuum contained in it. I'm clueless as to how this system exactly works. But the rod in the center of the VIAS control does not move.
