04 Stock Muffler Problem\Question

Hi - new here and have a question about my 04 g35x exhaust. I'm not a know-it-all about this car, so this may be common knowledge. On my stock muffler, the left outlet works fine, but the right one only has exhaust flow (very little) at high rpms. Is this supposed to increase back pressure or something, or is it a problem? Dealer said at first it wasn't normal, then when I brought it in they changed their mind and said that's the way it's made. If it is normal, couldn't they have found a better way to increase back pressure? Seems that water could collect on the right side and cause problems. Any help would be appreciated.Thanks

i belive in these mufflers there are 2 chambers under a load the 2nd opens thats why you can feel the right side when you rev it it opens more when your driving.
