What's a good perfromance chip for this 01 I30

There really aren't any good chips for any N/A OBDII cars. If you boost the car, then a chip can come in handy. But just chipping a stock motor isn't going to get you any worthwhile gains. You'll just end up spending a LOT of money for maybe 5-10hp.

OBDII ecu must be reprogrammed as there is no chip holding WOT parameters like older than 1996 vehicles.

Ok, so you have intake, headers, exhaust, high flow cat, underdrive pulley, upgraded injectors, fuel pressure regulator, and cams? If you don't have ALL of these, ditch the 'chip' idea. When you call JWT to get an ECU, they will tell you the same for the simple fact that if you do not have all of that done, and you add something, you have to get an entirely different ECU.
