Analog cluster malfunctioning (original, not swapped)

A lot of times when I start the car, the tach doesnt come up until I tap on the cluster or the dash. Sometimes other gauges are affected like water temp or the speedo. However, the speedo has its own oddities going on. It shows speeds all over the place, way over my actual speed and doesnt settle back down after stopping. It can stay anywhere from 20mph to 70mph at a dead standstill Only after key off does it drop back to 0.

I pulled it all apart thinking maybe I had a loose or dirty connection, cleaned contacts with alcohol, put it all back together... no dice. I know its not the VSS because the odometer continues to read perfectly fine. This is something that I think is only affecting the needles or the motors that drive them. Any ideas?
