Are you mounting the plate on the driver's side strut tower? If so then your igniter chip won't reach. If you plan to run the plate on your passenger side then you'll need to drill into the tower to mount the plate.

Only if he replaces the line that contains the restrictor. If not, then even with the solenoid wired properly he'll run 7psi. I know because I was running 7psi with the solenoid, replaced the line containing the restrictor and from then on it ran 11psi.
