when you say the s13 engine do you mean the ka24 or the sr20the ka doesnt run off a timing belt and but the sr20 does. This is most likely belt screech so which ever engine you have just check the tension on all the belts make sure they arent to tight or loose. You should only be able to move the belt abpout 1/4 an inch.

It's one of your fan or alternator belts too loose.Timing belts can't squeal more than a fraction of a second, and once only. They have cogs, if it shears off the cogs, it slips, the engine jumps time and quits running. If you have a KA24e, or KA24de, you have a timing chain not a belt.

ka's and sr's have timing chains and thay dont squeal. rb's have a belt and if it squeals your hosed. chances are its your alt or p/s belt.

also always check all the pulleys and componets when you change a belt. Sometimes the bearings are failing and that will cause a belt to squeal as well.

I would say that it is your power steering belt. when it squeels try turning the steering wheel? if there is some resistance then its the power steering belt. Mine is currently doing it and noticed at start up I tried to turn the wheel a little and it had some resistance. Just my two cents.
