Vibration at 38 mph

I am relentlessly checking tire pressure. The wheels were balanced during my last service. But still, there is a noticeable vibration between 38 - 40 mph. I can feel it when the car is coasting. I can feel it while braking. It's NOT subtle.

Could this be tires? The dealer swears up and down it's not warped rotors. I have about 55k on the car, and the tires are Goodyear - lots of tread left, so perhaps not original?

Any thoughts?

Could just be bad roads, I have a LOT of bad and bumpy roads where I live.
