First off I can barely understand what you're trying to say.

If I'm understanding what you're saying correctly. You're thinking the bov is going to open up at start up because it's at it's softest setting? Your bov isn't going to open up until you get your turbo to start boosting some psi. If there's so much pressure building up in your intake system that it's coming out of your air filter, you'll hear a loud fluttering noise from your turbo first. The sound coming from your air filter is most likely the common sound of open air filters.
