That is indeed very unusual!
You can try a battery disconnect (for about 15 minutes) and see if it will help. Remember to jot down all your radio settings before you do this.
I will be surprised if this works though!
I tend to think that this may indeed be an electronic component failure. This is a SWAG, but I think the microphone that is used to measure the ambient noise is busted (could it be covered up perhaps?). I forget where the microphone is
This will lead to erroneous signals being fed to the noise cancellation system. A second possibility is that the noise-cancelling electronics (perhaps the microphone amplifier or the cancellation circuits) are broken.
I suspect you will need to take it into the dealer. Problem is that he may not order the part "on spec" till he checks the car out. May mean two trips as a result.
