No. There is no pressure sensor on the fuel system that disables the injectors when no fuel pressure is present.Make sure you are getting switched +12V to one side of the injectors.
Also, the injectors may be stuck shut. My VH45 had sat around for years without running and 6 of my injectors would not fire. To fix them, I applied 12V directly to each failed injector for a half a second. This freed them up for some reason.
