weird fuel pump issue

Okay so finally got the built ka-t running(yay!!) but my friends and I noticed a very weird thing. When we first turn the car on and put it in the on position the fuel pump tends to do its thing and prime up but we noticed return fuel line shakes and there is a hissing sound from in the engine bay area like there is a crap load of pressure going through it! the car seems to be running just fine though(idles high but thats cause my timing and idle screw position are not correct).

I then went ahead and removed the fuse to the fuel pump and put the car in the on position but the fuel pump came on again?! I was very shocked that it would turn on even though I unplugged the fuse.

my question is could it be the last owner setup the fuel pump to have a direct 12v for power? if so does the symptoms I have match a fuel pump with direct 12v for power?

edit: btw its a 95 s14 with a walboro

You're going to have to chase some wires. Fuel pump fuse removed should equal no fuel...lol. Make sure you're pulling the right fuse..then chase wires.
