your writing style is very difficult to read, but i think you're trying to say that there is a restriction in the oil feed line to the turbo, or in the passage in the engine that feeds the oil feed line? try sticking a pipe cleaner in there or something and make sure there is no blockage. i assume you just swapped this engine, so you don't know if the problem is inside the engine. if oil is "backing up into the turbo and burning out the exhaust," how are those seals doing on your freshly rebuilt turbo?honestly i'm not really sure which line you're talking about half the time, the feed or return line. maybe spell it out a little better for me and i'll try to help you out more.
