I just watched it again. I'm not assigning blame on this one, but after all the reports I've heard of people/vehicles being struck on the side of the road, I make it a practice to move over as far as safely possible (i.e. not into a ditch or something) when I have to pull over. What really worries me is if I have to change a tire, I'm forced to stay on the paved surface to safely support the vehicle (2x if the flat is on the driver's side).
People can stray into the shoulder for a number of reasons: distracted, drunk, tired, or even to avoid some tire- or vehicle-damaging obstruction in the road. So blame or no blame, the unfortunate reality is that there is always a very present, very wheel danger when you are stopped alongside many multiple thousand pound objects moving at high speed.
Now if you excuse me, it's almost lunchtime, and I have to get my exercise by playing in traffic.
