I have a whistle above 40mph that I'm trying to find and diagnose. My A/C has to be on, any blower setting, and max A/C lever (recirc) turned on.
It's because of your Max A/C setting. It's air still passing through the vents and whistling. Mine only does it when I have my sunroof vented/tilted and have it set on Max A/C.
