Actually, a rougher surface should allow for more turbulent flow right at the surface. This turbulence imparts a later-occuring separation of the streamlines from the profile of the car and thus a smaller "wake". The smoother the surface, the more laminar the boundary layer flow, and the earlier the separation occurs.
thus, a rougher surface imparts a slighlty lower Cd in many atmospheric applications.
