My idle adjust screw only seems to adjust idle in the increasing direction (i.e I can set idle at 1000, 1200 etc.) but does not go lower than about 800. I realize that ideal idle is 750 but the idle stays at that rpm for about 2 rotations of the screw until I finally have it screwed all the way in? Any ideas?

I'm pretty sure there's a minimal idle the car has. I don't think it goes below 750 when the engine is cold. I know my engine idles at 500RPM when it is fully warmed up and running. What I'm trying to say, is if you start it in -30 weather, it will idle around 1,500.After about ten minutes of driving or so, it'll start to idle around 500.

Make any sense...?

One thing it could be is that your throttle cable is tight enough that it isn't letting the throttle close more when your adjust the idle screw down. Try loosening your throttle cable ? Just a guess..

it sounds like you should replace your iac valve (the valve that the idle screw is on). the car could act sluggish as a result from this as well. try this only after you check cable tension.
