skyline import into us before 25yrs

Skyline models that are over 25 years old may be imported without having to be compliant with the NHTSA.  why is this?

Are we able to get skylines (1990 and up) in the US as show cars or do they HAVE to be after the 25 year Mark. now 25 year Mark ends the limited mileage crap but is it possible for me to get an r33 here at all? Correct me if I'm wrong, 21yrs old you don't have epa requirements, 25yrs old nhtsa dont have requirements. So can I get one here and sit it in my garage? Different paper work or the same and if it is possible how much harder. If it's not possible, just give me a simple explanation and a no. I've read the research just trying to wrap my head around the stupid we call government. I appreciate the help

Because the requirements for ALL older cars are relaxed (regardless of where they were built). For example, in most states, cars 25 years of age qualify for "classic" registration and do not have to meet emissions requirements.
