Repairing a bumper cover.

I have an '02 accord that i wanna get the bumper covers fixed on before i sell it. For the front bumper cover, i found one fore $10 with a hole the size of a golfball in it. I just need to see what i'd need to do to fix it since it is plastic. Could i take a fiberglass sheet(cut to size) place it in back of hole, use the putty/resin to hold it, let it dry, and sand?
