I thought the steering rack was more common than the pump? The pump could be bad, but you'd probably want to check the pressure first. Normally when power steering pumps go bad they start getting noisy. I agree though, flushing the PS fluid (use ATF) would be the best thing to do first, if nothing else it's worth the $10 risk you'll have in fluid.
Best way to flush PS fluid IMO is to go buy a turkey baster, suck the fluid out of the reservoir, and do that every time you drive the car for a week or so until you go through about 3 quarts worth of fluid.
