ok after doing some research it is but isnt like vtec in a sense does the same thing but it is constant you can be at any rpm and pin the accelerator and it will kick in but it activates a secondary intake valve which alows more air and fuel for more power in the top end so if you get a throttle controller its will cause it to kick in faster because that opens the butterfly faster which in turn will make it kick in a little faster

Continuously Variable Valve Timing
precisely modulates when intake valves open and close, factoring in throttle position, vehicle speed and engine rpm. The result is outstanding thrust off the line and deep reserves of passing power. The Variable Intake System similarly lets the engine "breathe" differently in changing conditions. Again, there's plenty of thrust in the low range; then as speeds rise, a second, shorter path opens in the manifold, allowing more air-flow to the engine.
